Call or chat with MetroPCS, tell them some BS about your data isn't working, let them go through all the bs troubleshooting steps and play the role, once that doesn't work, they will do what they call a refresh on your device, that got VoLTE working on my moto x pure, and VoLTE + wifi calling working on my nexus 6, and also update the e911 address in the app before you do this.
